常纪文，国务院发展研究中心资源与环境政策研究所副所长、研究员，中国环境科学学会常务理事、生态环境部环境影响评价委员会专家。曾参与中央生态文明体制改革研究、解读与第三方评估工作，参与多项规划的研究或评审工作。多次参加党和国家领导人主持的座谈会。出版《生态文明的前沿政策和法律问题》等著作10余部，发表论文420余篇。2010年当选首都首届十大杰出青年法学家，2016年7月获得全国人大环资委、环境保护部等授予的“绿色中国年度人物”（2014-2015）称号。

　　Chang Jiwen is a researcher and deputy head of Resource and Environment Policy Institute of Development Research Center of the State Council, managing director of China Society for Environment Sciences, and expert of Environment Impact Assessment Committee of the Ministry of Ecology and Environment. He researched, interpreted and evaluated as a third party the ecological civilization system reform of the CPC Central Committee. He researched and reviewed many planning projects, and attended symposiums held by leaders of the country and the Party. He has published more than 10 books, including Frontier Policy and Legal Issues about Eco-civilization and over 420 papers. In 2010, he was elected one of the First Ten Outstanding Young Jurists in the Capital and in July 2016, he was awarded the title “The Man of the Year for Green China (2014-2015)” by Environment and Resource Protection Committee of the National People’s Congress and the Ministry of Environment Protection.
